Part 11: Magician traffiking business-the South end
If the Justice Arrow truly hate magicians to the point of killing any of them on sight, then why do they capture them, hoard them as prisoners, pack them into cargo trucks and send them north?
The answer lies in the Equitas Center’s Economics Office.
As the people are distracted with Christmas and with all of the JA troops now home, less attention goes toward
the Equitas Center, a three floor plain building in Jalonska Square near the grand church and the statue.
The information presented in this episode was obtained almost entirely by chance, luck, and risk.
Maria and her mistress were on the second floor of the EC. The woman’s sister, Corella, needed some information for her class project- a copy of Henesys’ financial records for this year. The economics officer, Fred Fielding gladly assisted her, opening the cabinet to pull out the paper document. As they chat, Maria watched wearily a sealed envelope on the desk. It was labeled ‘RESTRICTED’ and the writing below the stamp- ‘Magician orders’
When the right moment came, Maria risked her life, and swiped the package, hiding it in her coat. She held her breath, and felt a drop of sweat trailing down through her hair. Lucky for her no one noticed. The next day, she passed the package to me and I opened it.
These chilling documents showed statistics and statuses of shipments of magicians from Haktzku into the SEA Lands.

The list goes on and on. Acquired means they were kidnapped. Arrival means they were brought to the camp.
Pick up means they were picked up by the customers, whose names replaced with codes.
There’s a break in activity at Haktzku, when the MPC was conducting exercises in the Corazon.
We looked at the end of the list, and the grand total of money made was 2188M. 2.18 billion mesos.
Not only were magicians and their children bagged in cities, towns and children’s reserves, they were also kidnapped from Orbis, even Ludibrium; high class cities.
Cover-ups or fronts like the East Victoria Fruit Co. (bought out by a Henesys businessman 2001)
shield the Justice Arrow’s men from GM suspicion. All anyone else sees are cargo trucks supposedly carrying products.
The information in the report confirmed the data Mr. Fisherprice collected during his investigation at Maple Island. Fisherprice used the telescope in the bottom of the floating island and discovered several trucks at Haktzku, and Victoria. The dates on the report confirmed the locations of the trucks at the time Fisherprice found them.
As for Ossyria, the report indicated, magicians captured in Ludibrium and the outskirts of Orbis were taken to Orbis station and shipped to the Korean Lands. According to records from Orbis Station, on the exact same time the magicians were loaded (in crates) onto the plane to Riprey, the flight log had ‘Ludus Meats’ listed on the cargo index. A chilling fact was that those crates were marked to be sent to meat processing centers in New Seoul and Anyang city.
For each live magician, the price paid was marked on the age, gender, level, and magic power the mage could produce. Noob magicians were sold for 1-10 million mesos. Higher level mages sold for anywhere between 75 and 900 million. Females a higher value than males because of their expanded magic capacity. Dead mages were half the value. This report showed the total money the Justice Arrow raked in for the month of October. After a small percentage deducted to cover operating costs, the JA raked in a net profit of more than 11 billion mesos.
None of us dared mention this to anyone in Henesys, but over time we began to see why the Justice Arrow would require so much money; According to construction companies, who were asking for huge numbers of noob slaves, expansion plans are underway.
The president of the Equitas Council was happy to tell me of the expansion. I stood in his office
at the Equitas Center. A huge map of Henesys is draped on the wall, with lines and symbols representing planned fields, irrigation, roads, and buildings dot the outer regions of Henesys.
“The Justice Arrow has taken the financial situation into their own hands and the local economy is prospering thanks to them. It’s their business, don’t get me wrong, and you would do well never to ask,” the man warns.
“As you can see, the JA, is collecting people from around Victoria, mainly Kerning, where lots can benefit from good labor. We need their help in building all the things you see on the map,”
According to the map, at least 38 new fields are proposed in the eastern section; half of them in land where trees would have to be cut down and removed. 20 new barns are on the list, and I noticed to the south, a prison was proposed.
“What about that?” I asked, pointing at the spot on the map. “Is that a prison?”
“We don’t call it prison, son,” the man said. “It’s going to be a new detainment center. The first thing to be built when the expansion gets underway in the spring. Construction has already started. The Bow Masters are working on it as we speak,”
“So, will it be for new arrivals?”
“Nope, punished fellows mainly. The second phase in the expansion will call for new city blocks
in the souther fields to enlarge Henesys. If they redeem themselves through their work, they will be living in the new blocks after they build them,”
The expansion plan, called ‘Henesys Growth 08’ scheduled for building between March and October of next year, is the reason for the town’s demand for labor, and the increased kidnappings by the Justice Arrow. The financial demands for the expansion may be the reason behind the magician traffiking.
On a day off, I talked to the town GM about the whole issue. He was astounded when I informed him of my findings. Under Maple law, a GM cannot disclose information from me to the Justice Arrow. I asked whim what would happen if word got out:
“Nothing’s gonna happen,” he said. The man, about 43, lean, gray hair sits back on his deask leaning against the wall. “Honestly, I am shocked that the JA’s really doing this. Selling magicians dead or alive to the Northerners for the big wads of cash, it makes me sick!”
“Why wouldn’t Orbis do anything-“
“first thing is, most of the Peace Corps and other GMs are in El Nath fighting those hackers. They won’t pull them out of the war to start beefing with the Justice Arrow. That will be a whole other armed conflict itself. The JA’s operations are high profile, and they will do whatever to keep it all down. Im sure to protect a 10 billion monthly income, the JA won’t hesitate to start a fight with the soldiers. Orbis won’t do anything because they are too busy with the war in El Nath, and on top of that, more than half of Henny’s food and herb exports go to the HP and MP fuel factories in the north. Jalonska will cut those supply lines if we so much as hear a rumor about Orbis sending guys for an inspection, and that will cause a crisis in the Korean Lands and raise a ruckus in Orbis.”
The Justice Arrow has indeed entrenched deep roots with Orbis since the third-tier independence.
HP/MP fuels would rise ten-fold should the Justice Arrow stop the food exports.
However, as wonderful as the whole expansion seems, everything is threatened by one thing;
the secret not even Henesys knows- The slaves and servants living in this town are constantly escaping, making it harder for the JA to keep its labor supply.
