– Filter -> Noise -> Add Noise, 400%, Gaussian
– Filter -> Artistic -> Cutout, 2/0/1 values
– Layer Blending Options -> set to Screen mode
– Filter -> Motion Blur -> 25px, any angle you want
– Duplicate Layer 3x
– New Layer
– Paintbucket, white
– Opacity, 25%
